 President Bush promised to veto an
emergency supplemental war spending bill passed by the House of
Representatives today because it sets a date for the return of combat forces from
Iraq and includes spending unrelated to the war.


The Defense Department's emergency fiscal 2007 supplemental request
includes $93.4 billion to help fund U.S. forces in Iraq, Afghanistan and
elsewhere in the global war on terror. The House bill requires that U.S.
combat troops be out of Iraq by Aug. 31, 2008, and includes some
domestic spending measures.

The Bush administration repeatedly has rejected establishing a deadline
for troop withdrawals, insisting that such decisions must be based on
conditions in the war zone.

"The purpose of war spending bill I requested was to provide troops
with vital funding," he said, adding that the House bill only delays the
delivery of resources for troops stationed in Iraq.

"A narrow majority has decided to take this course just as (Army)
Genral (David H.) Petraeus and his troops are carrying out a new strategy to
help Iraqis secure their capital city," he said.

The president said the military needs the emergency funds right away,
as the effort in Iraq shows signs of progress.

"The secretary of defense has warned that if Congress doesn't approve
funding for troops ... by April 15, our men and women in uniform will
face significant disruptions, and so will their families," he said.

Defense Secretary Robert M. Gates yesterday told reporters at the
Pentagon that the Army will be forced to consider curtailing and suspending
home-station training of Reserve and National Guard forces, and reduce
funding for the repair of buildings and equipment if supplemental
funding was not passed by Congress.

"I expect Congress to do its duty and fund our troops," Bush said, "and
so do the American people."

Only One Quarter of U.S. Adults Think That Sending More Troops to Iraq Will Improve Security and Reduce Killings

A majority of people believe Iran is providing weapons to Shiites but do not favor bombing Iran if this is proven

A majority of U.S. adults are pessimistic that "the surge", i.e., the addition of more than 20,000 U.S. troops, will be successful, with only about one quarter of all adults (26%) believing that this will improve security and reduce the killings in Iraq. A similar 29 percent of adults think that sending the additional troops is the right thing to do.

President George W. Bush has spoken of the strong evidence that Iran is helping the Shiites in Iraq by providing them with weapons. A 59 percent to 10 percent majority of adults (with 31 percent undecided) think this is true. However, only a third of adults (32%) would favor bombing Iran even if this is proven to be true.

These are some of the results of a new Harris Poll of 2,223 U.S. adults surveyed online between March 6 and 14, 2007. The survey also includes several questions tracking long term attitudes about the war in Iraq. In general, these show very few changes since January, except for small drop in those who think that invading Iraq was the "right thing to do" to 34 percent, its lowest point yet.

This new poll provides fresh evidence of the strong polarization of public opinion on Iraq, with Republicans and Democrats holding very different opinions. For example:

-- A 52 percent majority of Republicans believe the additional troops will

help improve security in Iraq. Only nine percent of Democrats feel this

way;

-- A 58 percent majority of Republicans think sending more troops is the

right thing to do, but only 10 percent of Democrats say the same;

-- A 54 percent majority of Republicans support bombing Iran if it is

proved that Iraq is providing weapons to the Shiites. Only 19 percent

of Democrats agree.

It is clear from this new Harris Poll that "the surge" of new U.S. troops has not changed the very pessimistic attitudes of most people on Iraq. This gloomy assessment is likely to continue unless the surge turns out to be successful. If violence in Iraq declines sharply, public support for the surge and for U.S. policy in Iraq would probably grow.

Methodology

This Harris Poll(R) was conducted online within the United States between March 6 and 14, 2007, among 2,223 adults (aged 18 and over). Figures for age, sex, race, education, region and household income were weighted where necessary to bring them into line with their actual proportions in the population. Propensity score weighting was also used to adjust for respondents' propensity to be online.

All surveys are subject to several sources of error. These include: sampling error (because only a sample of a population is interviewed); measurement error due to question wording and/or question order, deliberately or unintentionally inaccurate responses, nonresponse (including refusals), interviewer effects (when live interviewers are used) and weighting.

With one exception (sampling error) the magnitude of the errors that result cannot be estimated. There is, therefore, no way to calculate a finite "margin of error" for any survey and the use of these words should be avoided.

With pure probability samples, with 100 percent response rates, it is possible to calculate the probability that the sampling error (but not other sources of error) is not greater than some number. With a pure probability sample of 2,223, one could say with a ninety-five percent probability that the overall results have a sampling error of +/-2 percentage points. However that does not take other sources of error into account. This online survey is not based on a probability sample and therefore no theoretical sampling error can be calculated.

Al Qaeda Operative Admits to Masterminding 9/11 Attacks

Suspected al Qaeda operative Khalid Sheikh Muhammad has admitted masterminding the Sept. 11, 2001, attacks as well as the World Trade Center bombing in 1993.

“I was responsible for the 9/11 operation, from A to Z,” an interpreter read from Muhammad’s statement to the Combatant Status Review Tribunal on March 10 in Guantanamo Bay, Cuba.

The tribunal was an administrative trial to determine only whether Muhammad could be designated as an enemy combatant. Muhammad used the opportunity to submit, through an interpreter, a two-part personal statement with 38 terrorism-related admissions.

He led the list by pledging his jihad allegiance to Osama bin Laden and finished with an admission to trying to destroy the American oil company in Indonesia owned by former Secretary of State Henry Kissinger.

Muhammad claimed responsibility for the 2001 attempted shoe bombing of American Airlines Flight 63 from Paris.

He offered a chilling confession to “managing and following up on the Cell for the Production of Biological Weapons, such as anthrax and others, and following up on Dirty Bomb Operations on American soil.”

He also named four other skyscrapers that were supposed to be destroyed in a “second wave” of attacks after 9/11. They were the Library Tower in Los Angeles, the Sears Tower in Chicago, the Plaza Bank in Seattle and the Empire State Building in New York City.

“I shared responsibility for the assassination attempt against Pope John Paul II while he was visiting the Philippines,” Muhammad also admitted.

Muhammad’s lengthy closing oral statement began with a pledge to Allah in Arabic followed by a refusal to take an oath as part of the tribunal. He explained that he was not lying, but that his religious beliefs prevented him taking the oath and thereby accepting, at least in part, American law and its constitution.

Muhammad went on to say that he was not trying to make himself out to be a hero, but an enemy of America.

He drew a comparison between bin Laden and George Washington, both fighting for independence, and said that the term terrorist is “deceiving.” He said that during the Revolutionary War, Washington would have been considered a terrorist by the British.

Muhammad said he did not like to kill people, especially children.


“I don’t like to kill people. I feel very sorry they been killed kids in 9/11,” Muhammad said in broken English. But, he said, their deaths are part of the “language” of war.

He closed by stating that war is part of life and that it will never stop.

Proceedings were March 9 for Abu Faraj al-Libi, an alleged senior member of al Qaeda, and Ramzi bin al-Shibh, who is said to have helped Muhammad plan the Sept. 11 attacks.

Shibh also elected to not participate in the tribunal. His personal representative said that Shibh was “uncooperative and unresponsive.”

Evidence submitted by the U.S. government against Shibh included a diary recovered in a 2004 raid detailing his involvement in the Sept. 11 attacks. He was also identified on a videotape of potential suicide operatives, the evidence cited. Shibh attempted to obtain a U.S. visa four times in 2000 for the purpose of attending flight school here, the evidence states. All applications were rejected.

Many other connections to pre-9/11 terrorist activities were cited in the evidence, including wiring money to the actual terrorist hijackers

Libi elected to not participate in the tribunal, citing through his personal representative that his freedom “far too important to be decided by an administrative process” and that he is awaiting legal proceedings.

Evidence submitted against Libi included sources who stated that Libi was the supervisor of an al Qaeda training camp in Afghanistan. Computer and other documentation were seized during his capture that contained manuals for explosives, detonators, chemicals, military tactics, missiles and tanks.

CSRTs are a one-time administrative process used to determine whether detainees at Guantanamo Bay can be designated as enemy combatants. No decisions have been made about the detainees’ status.

Not all of the three detainees chose to participate in the CSRT proceedings. It was not released which detainees did or did not participate. The detainees have a right to personal representation and to receive an unclassified summary of evidence in advance of the hearing.

The CSRTs for the detainees were not open to media because of national security concerns.

The U.S. government established the CSRT process at Guantanamo Bay as a result of a June 2004 Supreme Court decision in the case of Salim Ahmed Hamdan, a former driver for bin Laden who challenged his detention at Guantanamo Bay.  Support for Barack Obama Surges, According to The Harris Poll

New data shows a substantial increase in support for the U.S. Senator

A new Harris Poll finds that Senator Barack Obama has increased his support substantially since a previous poll in early February, and his support is now almost as strong as that for Senator Hillary Clinton.

The new Harris Poll asks the public questions about current and potential presidential candidates that are slightly different from those asked in most other polls. First, people are asked who, on a long list of 26 political leaders, they would "consider voting for." Then they are asked who, of all the listed leaders, "they would most likely vote for." Unlike some other polls, all adults regardless of their party affiliation are asked about all candidates.

This is a Harris Poll of 2,776 U.S. adults surveyed online by Harris Interactive(R) between March 1 and 12, 2007. Respondents were able to review the list of all 26 potential candidates to say whom they would consider and prefer. Like all polls conducted well before an election, it should not be read as a prediction. Rather, it is a snap shot of the presidential "horse race," at a very early stage in the race. We will review the data on the Republican candidates in an upcoming column.

Senator Obama's gains since the February poll include:

-- Among all adults, 41 percent would now consider voting for him; the

same number as would consider voting for Senator Clinton. In February,

Clinton led Obama by 45 percent to 37 percent on this question;

-- Among Democrats, 59 percent would consider voting for Obama, up from 53

percent in February. This is still below the number of Democrats who

would consider voting for Senator Clinton (68%), but her support is

down from 74 percent in February;

-- Among Independents, people are slightly more likely to consider voting

for Obama (42%) than for Clinton (36%). In February Clinton led Obama

by 40 percent to 35 percent;

-- When it comes to the public's first choice for president, Clinton still

leads Obama by 15 percent to 12 percent among all adults. However, this

is down from a 20 percent to 10 percent lead in February;

-- Among Democrats, Senator Clinton still has a clear (27% to 21%) lead

over Obama as first choice, but this is down from 36 percent to 18

percent in February;

-- Among Independents, almost equal numbers prefer Clinton (10%) and

Obama (9%). In February Clinton had a two-to-one (16% to 8%) lead.

Other Democratic Candidates

Senators Clinton and Obama are not, of course, the only Democratic contenders for the presidency. Former Senator John Edwards and former Vice President Al Gore still have many supporters, and they are the only other two candidates to have the support of more than 15 percent.

The levels of support for Edwards and Gore are similar, but Gore has picked up a little support since February, helped perhaps by his Oscar. Equal percentages of all adults (29%) say they would consider voting for Edwards and Gore, whose support is up slightly since February (26%).

Democrats are slightly more likely to consider voting for Gore (49%) than for Edwards (45%). In February, they were tied at 44 percent.

When it comes to their support as the first choice, six percent of all adults pick Gore and five percent prefer Edwards. Among Democrats, 11 percent prefer Gore (up from 7% in February) and eight percent choose Edwards (down from 9% in February).

Methodology

This Harris Poll(R) was conducted online within the United States between March 1 and 12, 2007 among 2,776 adults (aged 18 and over). Figures for age, sex, race/ethnicity, education, region and household income were weighted where necessary to bring them into line with their actual proportions in the population. Propensity score weighting was also used to adjust for respondents' propensity to be online.

All surveys are subject to several sources of error. These include: sampling error (because only a sample of a population is interviewed); measurement error due to question wording and/or question order, deliberately or unintentionally inaccurate responses, nonresponse (including refusals), interviewer effects (when live interviewers are used) and weighting.

With one exception (sampling error) the magnitude of the errors that result cannot be estimated. There is, therefore, no way to calculate a finite "margin of error" for any survey and the use of these words should be avoided.

With pure probability samples, with 100 percent response rates, it is possible to calculate the probability that the sampling error (but not other sources of error) is not greater than some number. With a pure probability sample of 2,776 adults one could say with a ninety-five percent probability that the overall results have a sampling error of +/- two percentage points. However that does not take other sources of error into account. This online survey is not based on a probability sample and therefore no theoretical sampling error can be calculated.

A Statement From Gen. Peter Pace, Chairman of the Joint Chiefs of Staff

"Yesterday, during a wide ranging interview with the Chicago Tribune
Editorial Board, I was asked if I think the current policy as codified in
U.S. Code, generally referred to as "Don't Ask Don't Tell," should
still hold.

"People have a wide range of opinions on this sensitive subject.The
important thing to remember is that we have a policy in effect, and the
Department of Defense has a statutory responsibility to implement that
policy.

"I made two points in support of the policy during the interview.One,
"Don't Ask Don't Tell" allows individuals to serve this nation; and two,
it does not make a judgment about the morality of individual acts.

"In expressing my support for the current policy, I also offered some
personal opinions about moral conduct.

"I should have focused more on my support of the policy and less on my

Viacom sues Youtube

Suit Seeks Court Ruling to Require YouTube and Google to Comply With

Copyright Laws and Pay $1 Billion in Damages

 Viacom Inc. (NYSE: VIA and

VIA.B) today announced that it has sued YouTube and Google in U.S. District

Court for the Southern District of New York for massive intentional

copyright infringement of Viacom's entertainment properties. The suit seeks

more than $1 billion in damages, as well as an injunction prohibiting

Google and YouTube from further copyright infringement. The complaint

contends that almost 160,000 unauthorized clips of Viacom's programming

have been available on YouTube and that these clips had been viewed more

than 1.5 billion times.

In connection with the filing, Viacom released the following statement:

"YouTube is a significant, for-profit organization that has built a

lucrative business out of exploiting the devotion of fans to others'

creative works in order to enrich itself and its corporate parent

Google. Their business model, which is based on building traffic and

selling advertising off of unlicensed content, is clearly illegal and is

in obvious conflict with copyright laws. In fact, YouTube's strategy

has been to avoid taking proactive steps to curtail the infringement on

its site, thus generating significant traffic and revenues for itself

while shifting the entire burden - and high cost - of monitoring YouTube

onto the victims of its infringement.

This behavior stands in stark contrast to the actions of other

significant distributors, who have recognized the fair value of

entertainment content and have concluded agreements to make content

legally available to their customers around the world.

There is no question that YouTube and Google are continuing to take the

fruit of our efforts without permission and destroying enormous value in

the process. This is value that rightfully belongs to the writers,

directors and talent who create it and companies like Viacom that have

invested to make possible this innovation and creativity.

After a great deal of unproductive negotiation, and remedial efforts by

ourselves and other copyright holders, YouTube continues in its unlawful

business model. Therefore, we must turn to the courts to prevent Google

and YouTube from continuing to steal value from artists and to obtain

compensation for the significant damage they have caused."

More Than 143 Million Americans Are Concerned That Personal and Financial Information Will Not Be Kept Private and Secure on the Internet

More than 143 million Americans -- or two thirds of all adults 18 years or older -- are concerned that their personal and financial information would not be kept private and secure if they prepared state and federal tax returns on the Internet, according to a new national poll. A poll ten years ago found that 83 percent of Americans had similar concerns.

Both surveys were commissioned by Taxsoftware.com, the only Web site that provides both personal and business tax preparation services online, and which developed the first guaranteed secure Internet-based income tax preparation service.

  In the latest poll:              -- 66 percent said they were "very" or "somewhat" concerned                 about the safety of their information              -- Those most likely to be "very concerned" about the privacy                 and security of their information included individuals with                 less than a high school education (47 percent), are retired                 (41 percent), are not employed (44 percent), and have annual                  household incomes under $25,000 (48 percent)              -- Individuals with a post graduate education were most likely                 to be "not concerned at all" (41 percent)  

The poll of 1,000 adults was conducted March 2 -- 4, 2007 by Synovate, and has a margin of error of plus or minus four percent.

In 1997, a similar Taxsoftware.com poll found that less than 15 percent of adults "had no concerns at all" versus 32 percent in 2007. Taxsoftware.com spokesperson Mickey Macedo said he was surprised by the increased complacency.

"Despite recent high profile media reports about identity theft and the tampering or stealing of government and corporate computer files, a greater percentage of Americans apparently think it won't happen to them if they prepare their taxes online. This increased complacency applies to both men and women, all age groups and income categories, and almost all education levels," Macedo said.

"People should not assume the best, but the worst. When it comes to protecting the privacy and security of your financial and personal records, it is better to be safe than sorry. You should only deal with online companies or use Web sites that can guarantee the safety of your information," he said.

Macedo observed that "what we said ten years ago when we released our first Internet security survey still holds true today: Based on the Internet's proven and continued vulnerability to vandalism, tampering and break-ins, the American people have good reason to be worried and skeptical about cyber- security. Until adequate and fool-proof protective measures are in place, it's doubtful that the Internet will ever be able to achieve its full potential or be completely trusted by those who use it."

Statement From Justice Department Spokesman Dean Boyd Regarding Office of Inspector General Report on FBI's Use of Section 215 Orders

 -- The following is a statement from Justice Department Spokesman Dean Boyd regarding Office of Inspector General report on FBI's use of Section 215 orders:

"We are pleased with the Office of Inspector General's (OIG) report that demonstrates that the Department of Justice, including the FBI, have been responsible in using the authority granted by Congress to obtain business records under Section 215 of the USA PATRIOT Act. We are also pleased that the OIG found it unnecessary to make any recommendations for changes to Justice Department or FBI procedures and practices for use of this authority.

"Section 215 is an important tool that provides the FBI and the Justice Department with the authority to seek approval from the Foreign Intelligence Surveillance Court (or FISA Court) to compel the production of business records and other tangible things if the items relate to an authorized ongoing national security investigation -- which, in the case of a U.S. person, cannot be based solely upon activities protected by the First Amendment. Consistent with the findings of the OIG, the Justice Department believes that the initial delays in using this investigative tool, though unfortunate, have largely been resolved and that no harm to national security or adverse impacts resulted from those delays.

"In reviewing all the Section 215 orders issued in the years 2002 through 2005, the OIG found only two instances of "improper use" of this authority, a characterization that the Justice Department believes is not apt. The OIG noted that in both cases, the errors were "inadvertent," resulting in the FBI mistakenly receiving information not authorized by the terms of the relevant FISA Court order. The OIG found that, in each instance, the FBI identified the error on its own; sequestered or destroyed the collected data; and promptly reported the mistake to the President's Intelligence Oversight Board, as required, and to the Court. These examples demonstrate that the oversight process is working as it should to identify and address inadvertent mistakes when they occur.

"It is also noteworthy that the OIG found that the FBI did not obtain Section 215 orders for any library records during the years 2002 through 2005. The Justice Department appreciates the diligent work of the OIG in completing this review and looks forward to working with the OIG on the review of Section 215 orders issued in 2006. The Justice Department continually strives to improve its use of these specialized investigative tools."

Fact Sheet: Department of Justice Actions on FBI Use of National Security Letters

-- The Attorney General commends the work of the Inspector General (IG) in uncovering serious problems in the FBI's use of National Security Letters (NSLs). The Attorney General has told the Director of the FBI that such mistakes will not be tolerated and has ordered the FBI and the Department to restore accountability and to put in place safeguards to ensure greater oversight and controls over the use of national security letters. The following are some of the actions directed by the Attorney General:

-- The FBI Inspection Division will investigate the FBI's use of NSLs to

determine management accountability.

-- Although there has been no allegation of misconduct by FBI lawyers, the

Attorney General asked the Associate Deputy Attorney General and the

Office of Professional Responsibility to review the Inspector General's

report and examine the role that the FBI lawyers played in the FBI's

use of NSLs and exigent letters.

-- The FBI has instituted new procedures to improve the handling of NSL

records and increase training on the proper use of these letters.

-- The Attorney General has directed the Justice Department's National

Security Division (NSD) and Privacy and Civil Liberties Office to work

with the FBI in implementing corrective actions, consider any further

review and reforms that are needed, and to report to the Attorney

General regularly on the process.

-- The Attorney General has directed the NSD to begin oversight and

auditing of the FBI's use of NSLs. The NSD, in conjunction with the

FBI's inspection division, will conduct reviews of the use of NSLs in

FBI headquarters and field offices. Any identified violations of law

or guidelines will be reported to appropriate oversight authorities.

This is a new level of oversight by Department of Justice lawyers with

years of experience in intelligence and law enforcement.

-- The Attorney General has ordered that briefings on the IG's report be

given to the President's Foreign Intelligence Advisory Board, the

Privacy and Civil Liberties Oversight Board, Congress, and key advocacy

groups. Many of these briefings have already occurred.

-- The Department and the Office of the Director of National Intelligence

have established the NSL Data Retention Working Group, which is looking

at how the Department retains the information it acquires.

-- The Attorney General has directed the Department's legislative staff to

review and revise as necessary the Department's responses to

Congressional inquiries.

-- The Attorney General has asked the Inspector General to report to him

in four months on the FBI's implementation of the report's

recommendations.

Officials Concerned That Walter Reed Problems Could Damage Staff Morale

Top DoD and Army officials are concerned
that recent widely publicized problems in outpatient care at Walter Reed
Army Medical Center here might overshadow the quality of inpatient care
and lower staff morale.

It is critical that the military community remain confident in the
military health system, Assistant Defense Secretary for Health Affairs Dr.
William Winkenwerder Jr., told members of the House Armed Services
Committee today.

"I believe that it's very important at this time that we maintain the
morale of our medical professionals, of all those who serve our
warriors," Winkenwerder said.

"We need to maintain the confidence of our entire military in the
military health system. It's critically important," he said. "People should
not question, should not lose their confidence in the care that they
are going to received."

Walter Reed employs about 600 full-time physicians, about 600 military
and civilian registered nurses, and 550 licensed practical nurses and
other para-professionals, according to the center's Web site. It is the
Army's largest medical facility and one of the largest in DoD.

The Army's top officer expressed concerns that the widely reported
images of substandard housing and administrative at the center paint a
broad picture of poor care across the branch.

"Every day there are thousands of very dedicated medical professionals
that are tending to our soldiers and their families," said Army Gen.
Peter J. Schoomaker, Army chief of staff.

"I really am concerned that we paint broadly across this entire
professional community things that have been reported and fail to recognized
that there are real heroes on the battlefield and everywhere else in the
medical community that every day are working against great odds, great
obstacles, great bureaucracy to tend to our soldiers and their
families," he said. "I am very, very proud of these people."

The Army's top medical officer said soldiers don't go to war on the
battlefield without combat medics.

"It is said a soldier won't attack an objective out of the sight of a
medic. Our '68 Whiskey' medics are the best in the history of our Army,"
said Lt. Gen. Kevin C. Kiley, Army surgeon general.

"Care for soldiers on the battlefield is second to none," he said.

Kiley conceded that the center needs to fix problems with the
outpatient managing of soldiers, their quality of life and the disability
system, but said that no one has complained about the quality of medical care
they have received at the top medical facility in the Army.

Dr. David S. C. Chu, defense undersecretary for personnel and
readiness, said the high standards of the military's medical services are
evident in their historic successes during this war.

"We have the lowest disease and non-battle injury rate in the history
of the republic and the highest rate of survival from wounds the
American military has ever sustained," he said.

LAX's Theme Building Exterior Renovation to Begin; Encounter Restaurant Closed During Project

 March 08, 2007 -- The popular, space-aged themed Encounter Restaurant at the top of Los Angeles International Airport's landmark Theme Building will be closed until further notice while renovation to the upper arches is performed. Ground-level offices, the City Deli cafeteria, and the airport's commissary that provides food to the rest of the airport's concessions will remain open. The renovation project is expected to last approximately six months. However, the restaurant is expected to open much sooner.

The renovation will be to the upper arches above the Encounter Restaurant and will include the stucco "skin" of the spider-like, futuristic structure. The upper arches are decorative and do not provide structural support for the glass-encased restaurant. The upper arches have not been renovated since they were erected in the late 1950s.

The renovation was scheduled after a 1,000-pound, 5-foot-by-10-foot piece of the stucco "skin" was discovered to have fallen off the underside of the east upper arch two Saturdays ago. Airport workers immediately installed protective, tunnel-like scaffolding over the entrances to the Theme Building while visual inspection from the restaurant's roof-top was conducted and while awaiting the arrival yesterday of a 100-foot-tall crane from which engineers could inspect more closely. After airport engineers and inspectors reported late yesterday afternoon that there was water seepage into the stucco on the topside of the arch and the possibility of other pieces of stucco falling onto the rooftop of the restaurant, airport officials decided to ask the Encounter Restaurant manager to close the restaurant early last night.

The last major renovation of the Theme Building was completed April 1999, when a $3-million, six-month project included renovating the underside of the cross bridge that forms the roof of the Encounter Restaurant and the bottom of the restaurant with new galvanized steel, stucco and painting. At that time, inspection of the upper arches revealed no problems.

The Theme Building was completed in August 1961 at a cost of $2.2 million. Architects Pereira & Luckman Associates, Welton Becket & Associates, and Paul R. Williams designed the building's 135-foot-high parabolic arches to symbolize the optimism of a futuristic Los Angeles in the space age. In 1992, the Los Angeles City Council designated the Theme Building a cultural and historical monument.

The landmark building is often shown in commercial films and television newscasts as an establishing scene for Los Angeles and the airport. During renovation, the nightly color lighting program will continue

President Bush today promised the co-chairs
of the Commission on Care for America's Returning Wounded Warriors that
they will have the full cooperation of all agencies of government.


The president yesterday named former Kansas Sen. Robert Dole and former
Secretary of Health and Human Services Donna Shalala co-chairs of the
nine-member commission to look into problems with care of servicemembers
wounded in the war on terror.

"I am concerned that soldiers and their families are not getting the
treatment that they deserve having volunteered to defend our country,"
Bush told reporters today after a meeting with Dole and Shalala. "Any
report of medical neglect will be taken seriously by this administration
and, I'm confident, by the Congress, and we will address problems
quickly."

The commission will look at the continuum of care from the battlefield
until wounded servicemembers return to the community. It will look at
both DoD and Department of Veterans Affairs hospitals and outpatient
facilities, White House officials said.

Bush said he wants servicemembers and their families to have complete
confidence in the care they receive and that they believe the government
is upholding its responsibility to treat those who have been wounded.

Dole was wounded in Italy in 1945 while serving with the 10th Mountain
Division. He received care in military and VA hospitals and championed
veterans' issues in the Senate for many years. The former senator
"knows the kind of questions to ask," Bush said.

Shalala is currently president of the University of Miami, in Florida.
She served as HHS secretary for all eight years of the Clinton
administration and is an expert on health care and medical administration.

Bush established the commission March 3, following revelations of poor
outpatient care at Walter Reed Army Medical Center here. It follows an
independent review group appointed by Defense Secretary Robert M.
Gates. That group, headed by former VA and Army Secretary Togo West and
former Army Secretary John O. Marsh, will focus on Walter Reed and the
National Naval Medical Center, in Bethesda, Md., and has 45 days to return
a report.

"I am as concerned as you are about the conditions at Walter Reed Army
Medical Center," Bush said in a speech to an American Legion meeting
here yesterday. "My decisions have put our kids in harm's way. And I'm
concerned about the fact that when they come back they don't get the full
treatment they deserve.

"Many people working at Walter Reed are fine people. If you've been out
there, you know what I'm talking about," he continued. "They're
dedicated, honorable healers who care deeply about our soldiers. ... Yet some
of our troops at Walter Reed have experienced bureaucratic delays and
living conditions that are less than they deserve. It's unacceptable to
me; it is unacceptable to you; it's unacceptable to our country; and
it's not going to continue."

The president said the commission will bring forth the truth and
promised a quick response to its findings.

'Comfort Women' Survivors and Friends to Gather in Sydney, Seek Justice From Japan

 

Beginning at

12:00 noon on Wednesday, March 7, 2007, three "Comfort Women" survivors --

Jan Ruff O'Herne AO, Hsiu Mei Wu and Gil Won Ok -- will gather in front of

the Japanese consulate in Martin Place, Sydney with Friends of "Comfort

Women" in Australia (FCWA).

This event is in solidarity with Global "Wednesday Demonstration" for

International Women's Day, with survivors from Australia, Taiwan and Korea

coming together to seek justice from the Japanese government.

The so-called "Wed Demo" will call on the Japanese government to

provide an official apology from the Japanese government, to pay

reparations adhering to international standards and to commit to

non-repetition of sexual slavery of women during war by, but not limited

to, correct teaching of "Comfort Women" issue in history textbooks.

Jan Ruff O'Herne, an Australian survivor, says, "I forgive the Japanese

for the war time atrocities done to me. But I can never forget. It's about

getting an official and unambiguous apology from the Japanese government to

get our dignity back."

"The Japanese government continues to argue that they have apologized,"

says FCWA Campaign Coordinator Anna Song.

Ms. Song says, "The official apology we are asking for is one directly

addressed to the survivors from the Prime Minister of Japan as his

government's official representative, which cannot be disputed or recalled

with the intention of redressing this issue with justice."

"In celebration of International Women's Day 2007, FCWA invites the

Japanese government to our 'Wed Demo' in the hope that the 'Comfort Women'

issue can be resolved in spirit of friendship. First step to this

friendship is a sincere and official apology from the government" says Ms.

Song.

FCWA is happy to see increasing support in Australia for "Comfort

Women," including Senator Kerry Nettle moving the second motion in the

Australian Senate on this issue.

Jan Ruff O'Herne testified about her experiences before a subcommittee

of the U.S. House of Representatives on February 25.

Hospitals Preparing for Daylight Savings Time Change

Focusing on Stand-Alone, Time-Activated Devices

As part of a new energy policy, the government has extended Daylight Savings Time, starting it three weeks earlier on March 11 and ending it one week later. While this may help save energy, it requires hospitals to do extra work to ensure that patient care, patient scheduling and record keeping are not compromised. VHA Inc., a health care alliance that serves 2,400 health care organizations nationwide, says that its member hospitals are working through all the technical issues now in order to be prepared.

"Hospitals need to have a plan of action around this issue and begin working that plan right now," said Mike Cummins, VHA's senior vice president of management information systems and chief information officer. "This is a non-issue for networked devices that get their time from operating systems, but the time change will be a problem for standalone devices such as lab equipment and some patient equipment."

These standalone devices may not automatically correct for the new start date or end date for Daylight Savings Time and will have to be adjusted manually. "This can be very time consuming, and the work needs to be done earlier this year," Cummins commented.

VHA surveyed its largest member hospitals and found that all of them have started addressing this issue. Members have identified problems in some charting software that could cause drug orders to be canceled or doubled. Hospital CIOs have also said that the time change could affect caregiver task lists, cancelling or doubling activities on checklists. Hospital staff members who are heavy users of Outlook and BlackBerry devices for scheduling appointments must also apply software patches from the manufacturers to fix time problems that could occur.

Cummins said hospitals should review any information system that connects with time-stamped devices -- such as digital imaging equipment and electrocardiograms (EKGs) -- or provides time-coded information for official records and simply check to see that the earlier time change won't create any problems. Hospital IT staff may need to check with the original equipment manufacturers and software developers to determine exactly how to account for the new Daylight Savings calendar. Other areas to check include scheduling systems, such as the one used for operating rooms, and security-related devices, said Cummins.

He also recommends advising all hospital personnel to double check any times that are manually recorded based on device readouts on the day of the time change to make sure the device is reflecting the proper time.

VHA looked at the change in Daylight Savings Time as part of its overall focus on finding ways to help hospitals address the thousands of variables that affect their ability to provide efficient and effective patient care.

Mr. Chairman, my name is Ron Medford, and I am the Senior Associate Administrator for Vehicle Safety at the National Highway Traffic Safety Administration (NHTSA). I appreciate the opportunity to appear before this subcommittee to discuss the important issue of improving vehicle safety for children. I regret that NHTSA Administrator Nicole R. Nason could not appear before you because of a prior commitment to testify at a House subcommittee hearing.

The mission of NHTSA is to reduce fatalities and injuries on our Nation’s roads. In 2005, the last year for which complete data are available, there were 43,443 highway-related fatalities and 2.7 million injuries. Vehicle crashes are the leading cause of death for the age group of 4 to 34.

While every highway-related death is a tragedy, the loss of a child is particularly devastating.

Administrator Nason, the mother of two young daughters herself, has made protecting children one of her top priorities. Earlier this month, Administrator Nason hosted a public meeting with industry leaders and consumer advocates to discuss ways to increase the use of Lower Anchorages and Tethers for Children, or the LATCH system. LATCH is a system of anchorages built into newer vehicles that is specifically designed to make it easier to properly install child seats. This meeting came about as a result of a new survey conducted by NHTSA which found that 40 percent of parents with LATCH-equipped vehicles still rely on seat belts to secure their child seat. The survey also found that many parents are unaware of either the existence or the importance of the LATCH system.

As a result of this meeting, NHTSA is working with vehicle and car seat manufacturers, child seat installation instructors, and consumer advocates to develop a national education campaign to better inform parents on proper child seat installation. Installing a child safety seat should not be a daunting task for parents, and NHTSA is committed to making LATCH better known and easier to use.

Additionally, NHTSA is currently working to revise its ease-of-use ratings for child seats. We believe this new rating system will serve as a strong incentive for child seat manufacturers to make proper installation of car seats easier for parents.

Another area of concern that NHTSA is active in addressing is backover crashes. Last November, NHTSA released a comprehensive study on this problem. This study estimated that backover crashes cause at least 183 fatalities and up to 7,419 injuries annually. Thankfully the majority of these injuries are relatively minor, meaning that the victims are treated in the emergency room and released.

As part of this study, NHTSA tested several systems currently available to evaluate their performance and potential effectiveness in mitigating backover crashes. Our tests found that the performance of ultrasonic and radar parking aids in detecting children behind the vehicle was typically poor.

Our study also looked at camera-based systems and found that they provide drivers with the ability to see pedestrians in the majority of rear blind spot zones. However, we found that rain, fog or glare from the sun can significantly reduce the camera’s ability to show drivers a clear view of an object in back of the vehicle. The cameras are also not effective at night. Finally, our research showed that even if the camera can clearly discern the object, preventing the crash is still dependent on the driver observing the video display and reacting quickly enough.

Although our study showed that cameras have limitations in preventing backover crashes, NHTSA believes this technology holds promise. Accordingly, we are continuing our research in this area.

Regarding the entrapment hazard posed by power windows, the Subcommittee may recall that in April 2004, NHTSA finalized a rule mandating that all vehicles sold in MY 2008 have recessed window switches to prevent their inadvertent activation. Last year, NHTSA added to this rule pursuant to a mandate in SAFETEA-LU requiring that power window switches not only be recessed, but have to be pulled “up or out” to work. We were pleased to be able to meet this mandate nearly a year ahead of the deadline set by Congress. Although a child fatality due to a power window is an extremely rare occurrence (approximately one to two children a year on average) we believe that once in effect, these rules will significantly reduce the likelihood of these incidents.

Mr. Chairman, it is the worst fear of every parent to lose a child. The good news is child safety has come a long way. A generation ago it was not uncommon for children of all ages to be sitting anywhere in the car, completely unrestrained. Through our educational efforts, and the passage of Anton’s Law and other similar legislation, now 98 percent of children under one year old are buckled up.

More important, these changes in law presaged a change in society towards child safety in vehicles. Apart from being illegal in all 50 states, most parents now would never consider not buckling up their child. This focus on child safety by parents is paying dividends, as NHTSA data shows that children nine years of age and younger have the least amount of fatalities among any age group.

NHTSA is committed to making additional safety improvements to further protect children. Of all the lifesaving work NHTSA does, I consider this our most important duty.

Americans at Risk of Financial Crime - Even in Their Own Households

U.S. Senate declares March 'Go Direct Month' to shed light on safety and security benefits of direct deposit for Social Security payments

Financial crime is a widespread concern among Americans, with four in 10 saying in a new Treasury Department-commissioned survey that they have been victims of identity theft or know someone who has. But the survey also reveals that people often leave themselves open to financial crimes -- even in their own households -- by using paper checks, rather than direct deposit.

The survey was sponsored by U.S. Department of the Treasury's Financial Management Service on behalf of its Go Direct campaign, which encourages people who receive Social Security and other federal benefits by paper check to protect themselves from financial crimes by switching to direct deposit. The release of the survey findings coincides with the recent passage of a U.S. Senate resolution declaring March 2007 "Go Direct Month" to raise awareness about the safety advantages of direct deposit, particularly for older and vulnerable Americans.

"Millions of Americans are affected by identity theft and other financial crimes, but there are steps people can take to increase their financial safety -- such as choosing direct deposit," said Kenneth R. Papaj, Commissioner of Treasury's Financial Management Service. "Last year 57,000 checks issued by Treasury were fraudulently endorsed, while problems with direct deposit payments were negligible. In fact, while paper checks make up about 20 percent of the total Social Security and Supplemental Security Income payments, they account for more than 90 percent of reported payment problems."

Americans can easily sign up for direct deposit of their Social Security or other federal benefits for free by calling Go Direct at (800) 333-1795 or visiting http://www.godirect.org/ .

Financial crimes hit close to home

The survey revealed that nearly one in three respondents (31 percent) said they had had a check, important document or large sum of cash lost or stolen. Of this group, nearly one in five said a family member or member of the household had stolen the cash, check, or document. Furthermore, large numbers of Americans -- 40 percent of survey respondents -- expressed concern about having a paper check or other important document lost or stolen. Women are more likely to be worried about financial crimes, with nearly half the women polled saying it is likely they will have a paper check lost or stolen, compared to just over a third of men (46 percent vs. 35 percent).

"The National Crime Prevention Council and our partners in law enforcement appreciate the value of direct deposit in protecting older Americans from financial crimes," said NCPC President and CEO Alfonso E. Lenhardt. "NCPC has been a strong supporter of Go Direct since 2005 and is pleased to be aligned with the Treasury and the Federal Reserve Banks on this important initiative."

Misconceptions about direct deposit result in unnecessary risk

The poll showed that compared to Americans who use direct deposit for regular payments, those who use paper checks or other methods are significantly more likely to take unnecessary risks with their money. For example, they were twice as likely to carry around large amounts of money compared to people who use direct deposit (25 percent vs. 12 percent). In addition, 30 percent of those using checks and other methods say they are more likely to keep their money somewhere other than a bank account, compared to 22 percent of direct deposit users.

The Treasury-sponsored survey revealed that misconceptions about the safety and security of direct deposit are pervasive. Forty percent of respondents say paper checks are better than direct deposit at preventing theft or loss of payments such as wages or retirement benefits. And 20 percent say paper checks offer superior protection from identity theft or fraud. In fact, the opposite is true, with direct deposit providing substantial safety benefits over paper checks.

Go Direct aims to educate Americans on the many benefits of direct deposit

Go Direct Month and the Treasury-sponsored survey on financial security coincide with other activities including a yearlong "Countdown to Retirement" pledge drive to encourage baby boomers preparing to head into retirement to choose direct deposit once they start collecting Social Security benefits. Go Direct reaches out to people in a variety of ways, including through organizations they know and trust to inform them about the many benefits of direct deposit, and helps them sign up. The focus of the campaign is to encourage people to switch to direct deposit by educating them about the safety, security, and convenience benefits of direct deposit.

These results are of a nationally representative telephone survey of 1,003 adults, age 18 and over, conducted October 23-November 12, 2006, by KRC Research. The margin of error for the overall study is +/- 3.1 percent at the 95 percent confidence level.

Airbus A380's First Flights to U.S. to Include Landing at LAX

Qantas Airways Brings First Airbus A380 Flight to LAX

Los Angeles Mayor Antonio R. Villaraigosa and officials of Airbus and Qantas Airways today announced that the Airbus A380's first visits to the United States will include a stop at Los Angeles International Airport (LAX). The scheduled landing is set to take place on Monday, March 19, 2007.

"Being part of the A380's inaugural visit to the U.S. is a clear indication that Los Angeles is a leading international gateway and that our airport is a world-class facility," said Mayor Villaraigosa. "The A380 is at the leading edge of the future of aviation, and Los Angeles is proud to be a part of this historic moment."

"We have worked very closely with the Mayor, our customer, Qantas Airways, and the team at Los Angeles World Airports to bring about this opportunity," said Allan McArtor, chairman of Airbus North America Holdings, Inc. "We are proud that LAX is part of the A380's first visit to the United States."

Wally Mariani, Qantas Airways senior executive vice president, The Americas and Pacific, said, "Qantas has always been at the forefront of aviation innovation and we are pleased to be able to continue that tradition by being the first airline to operate the A380 from Los Angeles International Airport on our flights to Australia."

Simultaneously on March 19, two separate A380 aircraft will land at LAX and at New York City's John F. Kennedy International Airport, allowing both coasts to catch a glimpse of the future of commercial aviation. This provides Qantas an opportunity to accelerate its airport compatibility testing at LAX as its first A380 destination in America.

While at LAX, the crews will test airfield maneuvering, mating (docking) at a terminal gate, and ground-handling services and equipment including fueling.

The A380 will be the biggest passenger plane in the skies, with a wingspan of almost 262 feet, nearly the size of a football field. Moreover, the height of the double-deck superjumbo jet is more than 79 feet, equivalent to an eight-story building. Although the plane can accommodate 800 passengers, Qantas is configuring its A380 fleet with three-class service and a capacity of approximately 500 seats to provide new levels of in-flight comfort for passengers.

New-generation engines, combined with an advanced wing and landing gear design, make the A380 significantly quieter than today's largest airliner. The Airbus A380 will have better fuel efficiency and emit less air pollutants than the current large aircraft.

"Welcoming an aircraft that is an environmental champion is a clear indicator to our surrounding communities that reducing emissions and pollutants in and around the airport is a priority for LAX and the City of Los Angeles," said Mayor Villaraigosa. "Being the first to greet the A380 to the U.S. shows the world we are confident and prepared to be the number one hub of new large aircraft operations in the country."

Airbus chairman McArtor said, "Clearly, progressive international gateways like Los Angeles see the tremendous value of having A380 service, and they want to demonstrate to the airlines that they will be prepared to welcome A380 flights when the airlines place this aircraft into service." He continued, "The benefits of serving more passengers without increasing the numbers of takeoffs and landings -- not to mention doing so with reduced noise and emissions -- are obvious to these airports and the communities they serve."

The Airbus A380 is designed to fly long routes, such as to Los Angeles from Europe or from Asia Pacific, the fastest growing commercial aviation market in the world.

According to Los Angeles Board of Airport Commissioners President Alan Rothenberg, "LAX is the premier West Coast international gateway with more daily flights to Pacific Rim countries than any other U.S. airport. LAX is expected to be among the top airports in the world with A380 service."

Airport officials anticipate that by the year 2010, international airlines flying from LAX may be operating up to 10 A380 flights daily, following the lead set by Qantas Airways next year.

"Los Angeles International Airport has been at the forefront of commercial aviation history for nearly eight decades," said Los Angeles World Airports Acting Executive Director Samson Mengistu. "We have been preparing for the arrival of new large aircraft like the A380 and are pleased to be a part of its proving flights to the United States."

According to Mengistu, during the past two years, LAX has spent over $51 million preparing the airfield and its terminals to accommodate new-generation aircraft. LAX is also expected to spend another $70 million on additional airfield and terminal improvements to accommodate the future of air travel.

Further details of the A380 flight to LAX will be made public in the coming weeks.

$723.5-Million LAX Tom Bradley International Terminal Renovation Begins

; Largest Individual Project in Los Angeles City History$140-Million Baggage Screening System Will Eliminate Lines, Reduce Terminal Congestion; Other Upgrades Will Improve Overall Customer Service, Convenience

 -- Los Angeles Mayor Antonio R. Villaraigosa was joined today by airport and airline officials in a ceremony to break ground on a long-awaited major renovation of the Tom Bradley International Terminal (TBIT) at Los Angeles International Airport (LAX). The $723.5-million project calls for major interior renovations, installation of an in-line checked-baggage security system, and a second boarding gate for new large aircraft.

Considered the largest individual project in Los Angeles City's history, the significant changes are expected to help LAX retain its competitiveness as the premier West Coast international gateway, especially to the Asia-Pacific Region. Because the construction work will be performed while the terminal is fully operational, the project is also considered one of the most complex among U.S. airports. This is the first major upgrade to LAX terminals since 1984, when the one-million-square-foot Tom Bradley International Terminal was originally built, along with the double-deck roadway and concourses that connected airline ticketing counters to aircraft parking satellites.

"The Tom Bradley International Terminal at Los Angeles International Airport is the first and last impression 10 million annual travelers have of Los Angeles," said Mayor Villaraigosa. "This project will improve the travelers' experience as they pass through LAX, while enhancing passenger safety by reducing congestion in the airline check-in lobbies and on the curbside. The upgrades will improve customer service so travelers' first and last impressions of our great city will be positive ones that will make them want to return."

"Los Angeles International Airport is the gateway to our City," said Los Angeles City Councilmember Bill Rosendahl, whose 11th District includes LAX. "It is important that we provide a safer, greener, more modern and efficient airport for our traveling public. These renovations do just that."

Los Angeles Board of Airport Commissioners President Alan Rothenberg said, "Los Angeles International Terminal is the U.S. West Coast's premier international gateway -- especially to Asia-Pacific, the fastest growing commercial aviation region in the world. We greatly appreciate the Mayor's support to LAWA in reaching today's milestone. Major renovations to the Tom Bradley International Terminal will greatly improve passenger comfort, convenience and safety and will help LAX retain its global competitiveness."

Samson Mengistu, Los Angeles World Airports acting executive director, said, "Passenger-friendly terminals and conveniences, airplane-friendly taxiways and gates are all 'must-haves' as airports around the globe compete for the economic vitality that world-class airports create. Our Vision Initiatives seek to modernize LAX to ensure it retains its vital role as the cornerstone of Southern California's air transportation system."

Frank Clark, executive director of the LAXTEC Corp. consortium of 30+ airlines operating in the Tom Bradley International Terminal, said, "The international airlines serving Los Angeles are extremely pleased with the start of the much anticipated renovation program, which will enhance our customer travel experience for visitors from around the world by upgrading the appearance of the facility, modernizing important building systems, enhancing security, and providing a terminal that will be 'user friendly.'"

The project, which is scheduled for completion in March 2010, will add approximately 45,000 square feet of space in the terminal to house a $140-million, in-line baggage security screening facility. Passengers will check in with their airlines, receive their boarding passes and check their luggage with the airlines, where it will be conveyed to security screening and then to flights. The oversized explosive detection machines currently in terminal lobbies will be replaced with newer generation machines with higher efficiency and through-put and moved to this behind-the-scenes facility. This will reduce congestion in the ticketing lobbies and eliminate passengers waiting with checked luggage while it undergoes security screening.

In addition to enhancing security and efficiency, the renovation will make the terminal more comfortable and convenient with interior improvements that include upgrades to the Lower/Arrivals Level lobby and concourses for inbound international passengers, restrooms, accessibility measures for passengers with disabilities, new elevators and escalators, new paging and clearer signage, better temperature control and ventilation, fire and life safety systems, and electrical system.

Renovations to the passenger boarding lounge and outside ramp area at Gate 123 on the north end of the terminal concourse will create a second gate to accommodate the new generation of jets such as the Airbus 380 and Boeing 747-800. Gate 101 on the south end of the terminal concourse was renovated last June to accommodate the new jets in advance of test flights.

With new amenities and furnishings, four new "mega" airline lounges will replace 16 individual lounges and expand the terminal's overall lounge space to 47,000 square feet -- an increase of 72 percent over current space. Three of the new lounges will serve airline alliances, and the fourth is for customers of airlines not affiliated with an alliance.

Along with a much more contemporary look, the terminal will also incorporate modern technology such as dynamic video monitors that automatically update flight status and information technology components that support the upgrades and promote better passenger flow.

The project is the first at LAX to incorporate Leadership in Energy and Environmental (LEED) standards developed by the U.S. Green Building Council. The terminal's new heating/ventilation/air conditioning and more efficient electrical and lighting systems will reduce energy consumption, while new plumbing systems will increase water conservation. Over 75 percent of the construction and demolition waste will be recycled or salvaged, and the design features various local and sustainable building materials and finishes.

This is in keeping with a sustainable "green" building policy adopted by the Los Angeles Board of Airport Commissioners in January that commits Los Angeles World Airports (LAWA) to incorporate LEED standards in all future construction projects at LAX and LAWA's other three Southern California airports (LA/Ontario International, LA/Palmdale Regional and Van Nuys). LEED standards promote a whole-building approach to sustainability by recognizing performance in human and environmental health, including sustainable site development, water savings, energy efficiency, materials selection and indoor environmental quality.

The 38-month project is expected to be completed by March 2010. The overall Tom Bradley International Terminal Renovation Program cost is $723.5 million. Actual cost for the construction work that begins today is $503.5 million with a $72.1 million contingency (total $575.6 million). The airport has already expended $147.9 million on architectural and engineering designs; purchase of new passenger loading bridges; and construction of the first boarding gate for next-generation jets, lounges and terminal operations offices. The project is being funded by a combination of sources, including passenger facility charges, airline reimbursements and airport revenues. The U.S. Transportation Security Administration has already agreed to a Letter of Intent for partial reimbursement for the in-line baggage security screening system. No monies from the City's general funds will be used.

The more than 30 airlines at the Tom Bradley International Terminal served over nine million international travelers in 2006, or 53 percent of LAX's overall 16.9 million international passenger volume. Total passenger volume at LAX last year was 61,041,066.

Construction is being performed by Clark/McCarthy Joint Venture, which is comprised of Clark Construction Group based in Bethesda, MD, and McCarthy Building Companies of St. Louis, MO. Both are long-established construction firms that have performed major public works projects at other U.S. airports, including most recently at Seattle-Tacoma International Airport.

Senate Dems move to limit Iraq mission 

Determined to challenge President Bush, Senate Democrats are drafting legislation to limit the mission of U.S. troops in Iraq, effectively revoking the broad authority Congress granted in 2002, officials said Thursday.

While these officials said the precise wording of the measure remains unsettled, one draft would restrict American troops in Iraq to combating al-Qaida, training Iraqi army and police forces, maintaining Iraq's territorial integrity and otherwise proceeding with the withdrawal of combat forces.

The officials, Democratic aides and others familiar with private discussions, spoke only on condition of anonymity, saying rank-and-file senators had not yet been briefed on the effort. They added, though, the Senate Majority Leader Harry Reid (news, bio, voting record) is expected to present the proposal to fellow Democrats early next week for their consideration.

The plan is to attempt to add the measure to anti-terrorism legislation that scheduled to be on the Senate floor next week and the week following.

Jim Manley, a spokesman for Reid, declined to discuss the deliberations, saying only, "No final decisions have been made on how to proceed."

Any attempt to limit Bush's powers as commander in chief would likely face strong opposition from Republican allies of the administration in the Senate and could also face a veto threat.

McConnell Becomes Second Director of National Intelligence

As President Bush looked on, retired Navy
Vice Adm. John M. "Mike" McConnell took the oath of office as the second
director of national intelligence from White House Chief of Staff
Joshua Bolten here today.

Speaking at the Bolling Air Force Base ceremony, Bush said McConnell
will be "a great asset" to the U.S. national security team as he
contributes his vast intelligence experience to "one of the most difficult and
important positions in our government."

"In this time of war -- and we are a nation at war -- the president and
his national security team must have the best intelligence about the
plans and purpose of the enemy, and the job of the director of national
intelligence is to ensure that we do," Bush said.

Bush cited the sweeping responsibilities McConnell will carry as the
nation's second director of national intelligence. He will be the
president's principal advisor on intelligence matters as he leads the entire
U.S. intelligence community. He will advise Bush about the national
intelligence budget, oversee the collection and analysis of intelligence
information, and ensure that all U.S. intelligence agencies and offices
work together as a single, unified enterprise.

"These are enormous challenges, and Mike McConnell has the experience
and the character and the talent to meet them," the president said.

McConnell served as director of the National Security Agency from 1992
to 1996 and as the chief intelligence advisor to Army Gen. Colin
Powell, then-chairman of the Joint Chiefs of Staff, during Operation Desert
Storm. Earlier in his career, he was executive assistant to the director
of naval intelligence.

"Mike's long experience gives him a unique understanding of the threats
we face in this new century," Bush said. "He knows that terrorists who
struck America on September the 11th, 2001, are determined to strike
our nation again. He understands that the enemy uses the tools of our
modern economy -- from rapid transportation to instant communications to
global finance -- to spread their extremist ideology and facilitate new
attacks."

As director of national intelligence, McConnell will work "to make
certain that America stays ahead of this enemy and learns their intentions
before they strike," the president said. "He knows that we must stop
them from harming our citizens (and) that the most important task of this
government of ours is to protect the American people."

Bush called establishment of the DNI position one of the most important
reforms enacted in response to the Sept. 11 terror attacks. He praised
the work of John Negroponte, the first DNI, and said McConnell will
build on progress set into motion during Negroponte's tenure.

Specifically, Bush said, he has asked McConnell to improve information
sharing within the intelligence community, to step up its emphasis on
language skills and cultural awareness, and to ensure that the
acquisition community is investing in the right intelligence technologies.

"I've asked him to ensure that America has the dynamic intelligence
collection and high-quality analysis that we need to protect our country
and to win this war against these extremists and radicals," he said.

Bush noted that McConnell will rely on thousands of dedicated
intelligence professionals to carry out this charge. "They're America's first
line of defense against the terrorists," he said, acknowledging that for
security reasons, many of their accomplishments remain unknown to the
American people.

"I appreciate your willingness to take on the difficult and dangerous
assignments," the president told intelligence professionals gathered for
McConnell's swearing-in ceremony. "And you just need to know that
you've got the full support of this government and the American people."

McConnell joined Bush in praising members of the intelligence community
for their commitment and professionalism and challenged them to
continue serving the country as it confronts today's threats.

"I would ask that we reflect on the service and sacrifices of those who
went before and to provide the information and service so vital to the
nation's leadership," McConnell said. "I know that you're up to it."
